Mr. White describes his involvement in Troop 72, the first black Boy Scout 
troop in the Norfolk, Virginia area. 

White:  Well, at that time we were the first black troop in Norfolk, Troop
72, in Norfolk, Virginia.  They sort of were describing it as an
experiment to see if we could be scouts.  I can tell you now that we
resented that.
