"His head to be chopped off":

            This does not appear to be a punishment too severe for the regulations of the time.   For example, under the new King James I, the strictest proclamation against the brothels was put forth.   Under this proclamation first offenders were to be branded with a "R" for rogue and second offenders were considered felons and subject to the death penalty.
