Colorado
Colorado is shaping up to be a big problem. Sure the state only has 9 electoral votes, but 9 is a fairly large amount in an election as close as this. And, with a possible new proposition, those 9 might not all go to one candidate. Amendment 36 would make Colorado the only state to give its electoral votes based on percentages of the vote. Maine and Nebraska are not winner take all, but they are divided by congressional district, and overall winner takes 2. As controversial as Colorado's"new" idea is, it seems to make perfect sense to me. The electors are supposed to represent the state in voting for president. However, if 49% of the state votes for Kerry, and all of the electors vote for Bush because he won 50%, how is that representative of the states opinion? Colorado's new system gives voters more of a voice, would avoid people choosing their "state of residence" based on closer races, and makes every state a swing state. It seems like a great idea, and it would be retroactive to this election. If it passes, though, and its change causes a change in the president-elect, then we can expect another Supreme Court ruling to help determine the president. Another four years of a controversially elected president is starting to seem certain.
