Jean’s connection with the city and role in government intelligence fit her neatly into a thread of Terry’s fantasy world that included secret agents, massive military operations, elaborate international terrorist plots, and various presidential representations on the Net, in films, and in other media. While Jean’s excessive professionalism was irritating in certain respects, it was also thrilling because it fit so perfectly into Terry’s personal vision of the federal government.
